  • Latest EUA and UKA Prices March 3, 2022

    Latest EUA and UKA Carbon Credit prices. Market volatility prevails due to recent events in Europe.

    EU Carbon (EUAs)

    What started as a nervous unwinding of positions on Monday turned into a flood of panic selling from investors yesterday as EUAs suffered their largest ever one day fall

    EUAs lost as much as €16 (20%) at one point yesterday as prices tumbled to a low of €66.00 before closing at €68.85

    That was not the end of the fire sale however as EUAs fell to as low as €55.71 this morning before rebounding sharply to current levels around €68 as compliance buyers clearly entered the market

    Whilst increases in gas prices in theory should be fundamentally bullish for carbon (more coal fired power generation) this was clearly an exercise in risk reduction from investors and funds that have bought into carbon over recent months following €100 price predictions

    The Ukraine crisis also prompted Poland to suggest the EU ETS should be suspended. Whilst this is highly unlikely, the current situation could see a focus on energy security over carbon cuts and may slow the progress of the EU ETS reforms under the “fit for 55” package

    UK Carbon (UKAs)

    UK Allowances have also fallen, tracking EUAs lower yesterday although the big falls were this morning, with low volumes of UKAs trading under £60 at one point before recovering quickly to around £73 at the time of writing

    Whilst most of investor focus is in EUAs, the downward trend also impacts UK Carbon and given the limited liquidity in UKA market, a forced sale of even a small volume of UKAs can have a big impact.

    Whilst there are clearly opportunities for operators looking to manage compliance, trading conditions remain tricky. The market has moved over a £14 range today on the back of very thin volumes

    We are seeing UKA prices move quickly and “gap” through levels on very limited volumes, with a very wide bid-offer spread (currently £3 but has been a much as £10!!)

    Today’s snapshot of where we are with EUA and UKA carbon allowance prices in relation to this year’s emissions reporting for aviation…..

    EU Carbon
    After hitting new record highs last week, EU Allowance (EUA) prices saw further gains early this week but struggled reach the much touted €100 mark before comments from the main EU ETS rapporteur (see below) caused prices to drop sharply yesterday
    Traded EUA price ranges have been wide this week as the market bounced between €90 and €98
    Reports on Tuesday morning that French utility EDF had downgraded its 2022 nuclear generation estimates caused EUAs to rally to a new record of €98.49 before falling back in late trading to settle at €96.93
    Technical trading was clearly evident as one of the main drivers in price moves this week as computer led algorithmic trading took advantage of the volatility
    EUA prices slumped 6% yesterday as the market reacted to an article from Bloomberg in which Peter Liese, the MEP responsible for the EU ETS reform under the “Fit for 55” package, suggested that changes were needed to make Article 29a more dynamic (Article 29a is a mechanism under which the EU can intervene following excessive EUA price spikes).
    Dec-22 EUAs settled at €90.79 yesterday, a reminder of the nervousness around the market to policy intervention at these elevated levels and have dipped back below €90 this morning for the first time in 2 weeks.

    UK Carbon
    UK Allowances (UKAs) tracked EUA prices early in the week, albeit in a tighter trading range between £86-£88 per UKA, as the market positioned ahead of the 3rd auction of 2022
    The nervousness in EU Carbon and all time high UKA prices no doubt contributed to a lower than usual auction participation (cover ratio of 1.44), which cleared at £81.81 – some £4 below the secondary market just before ahead of the auction.
    Dec-22 UKA prices settled at £82.28 per UKA yesterday and are holding similar levels this morning.

  • UK Environment Agency: Important information regarding EU ETS Registry UK Operator Holding Accounts March 30, 2021

    Important information regarding your EU ETS Union Registry UK Operator Holding Account (UK OHA), or UK Aircraft Operator Holding Account (UK AOHA)

    The information below does not apply to Aircraft Operators who have been allocated to a new administering EEA State, and whose UK AOHA will be migrated by the European Commission to the part of the Union Registry administered by the National Administrator of that State. The Environment Agency has no role in this process, but we understand that those affected should be contacted by the National Administrator of the new Member State to finalise the migration of their Union Registry AOHAs.

    As of 1 May 2021

    Holders of UK OHAs and UK AOHAs in the Union Registry will no longer have access to these accounts or any holdings within them.

    UK OHAs and UK AOHAs in the Union Registry will no longer be able to receive incoming transactions.

    The Environment Agency will no longer have National Administrator access in the Union Registry to UK OHAs and UK AOHAs, and will not be able to take any action in the UK part of the Union Registry on behalf of account holders or their authorised representatives.

    If you wish to transfer allowances or Kyoto Units out of a UK OHA or UK AOHA in the Union Registry, you must ensure that any outgoing transfer has been completed on or before 30 April 2021. Please factor in any transaction or trusted account delays and transaction windows (where applicable).

  • Consultation on possible new carbon emissions tax July 30, 2020

    Under the terms of the withdrawal agreement, the UK will remain in the EU Emissions Trading System (EU ETS) until 31 December 2020.

    The UK has made clear it is open to considering a link between any future UK ETS and the EU ETS.

  • EPA Proposes Emission Standards For Aircraft July 28, 2020

    The Environmental Protection Agency (EPA) proposed a rule last week that would set greenhouse gas (GHG) emission standards for some commercial aircraft. According to the agency, the rule would match international airplane carbon dioxide (CO2) standards adopted by the International Civil Aviation Organization (ICAO) in 2017. The rule (PDF) would apply to jets with maximum takeoff weights greater than 5,700 kilograms (12,566 pounds) and propeller-driven aircraft with maximum takeoff weights greater than 8,618 kilograms (18,999 pounds).

  • A4A supports EPA proposal to adopt ICAO aircraft emissions standard July 27, 2020

    Airlines for America (A4A) has announced it supports the Environmental Protection Agency´s (EPA) proposal to adopt the International Civil Aviation Organization (ICAO) fuel efficiency and carbon dioxide (CO2) emissions as standard for future aircraft, the organization said.

    The global standard, which was the culmination of six years of rigorous assessment by government, environmental and industry experts, was agreed to by the Governing Council of ICAO in 2016 and endorsed by all ICAO Member States for codification as an international standard in early 2017.

These non-CO2 emissions roughly equate to the same quantum as the CO2 emissions. In the UK, this combined figure is greater than the global average and commercial departing flights alone account for about 7% of national GHG emissions (CO2 and non-CO2).

    In fact, a survey by Swiss bank UBS of 6,000 people in the US, Germany, France and the UK, found that one in five people (21 per cent) had cut the number of flights they took over the past year out of concern for the environmental – and that expected growth in passenger numbers could halve if this continued.

    Brussels: Michael O’Leary of Ryanair Holdings Plc is an unlikely spokesman for how aviation can avoid killing the planet. The budget travel evangelist has delighted in disparaging “eco-warriors” and casting doubt on climate science.

    But as chairman of the European airline association, A4E, he’s now front and centre of the effort to persuade governments not to impose new climate taxes on the industry. It’s not going well.

    The European Commission’s President Ursula von der Leyen unveiled a plan to make the continent carbon neutral by 2050. Her Green Deal is still thin on detail, but it’s already prompted plenty of criticism — from the green groups who say it doesn’t go far enough to the big polluters who fear it will harm their competitiveness, such as coal-dependent Poland and the airlines.

  • EU’s Green Deal implies tighter carbon market, wider scope December 10, 2019

    The European Commission is set to present the first outline of a proposed European Green Deal on Wednesday, in a move likely to spur tightening of the supply balance and a broader scope for Europe’s carbon market over the long term.

    The new deal is expected to include a more ambitious EU greenhouse gas emissions reduction target for 2030 and strengthened parameters for one of the bloc’s core climate policy tools, the EU Emissions Trading System.

    “The Green Deal is likely to be highly significant for the EU ETS, as the change to the 2030 target, from 40% to 55% emission reduction, will lead to a significant change in the Linear Reduction Factor,” said analyst Trevor Sikorski at research company Energy Aspects.

    WASHINGTON — President Donald Trump may be withdrawing from the Paris climate agreement, but the U.S. is still going to be a force at the negotiating table as international leaders gather in Madrid next week to map out rules for carbon trading as a way to limit greenhouse gas emissions.

    Despite Mr. Trump’s rejection of the global agreement to cut carbon emissions, U.S. officials have long advocated emissions-trading schemes on the world stage and the government wants a say in the structure of those carbon markets — a key issue before delegates at the annual United Nations climate summit that begins Monday.

    The official U.S. delegation will be buttressed by scores of other Americans representing local governments — including Pittsburgh Mayor Bill Peduto — corporations and advocacy groups arguing that the U.S. is still committed to fighting climate change and meeting its Paris agreement pledge to cut carbon dioxide emissions 26% to 28% from 2005 levels by 2025. Panel discussions and other events also are planned to highlight ways businesses and local governments are curbing emissions.

    A pioneering Brazilian carbon trader is buying back a boutique he founded more than 20 years ago, betting that a new offsetting scheme for the airline sector will trigger copycat initiatives around the world. Pedro Moura Costa, who has a multi-decade career developing carbon offsetting schemes, has agreed to buy back UK-based EcoSecurities, an early developer of greenhouse gas emissions schemes which he founded in 1997. It listed on the London Stock Exchange in 2005, and was taken private by JPMorgan in 2009.

    The aviation industry is the first sector to agree to global climate change mitigation efforts, with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) outlining airlines’ goal for carbon-neutral growth beginning in 2020.

    Adopted by the International Civil Aviation Organization in 2016 to halve the level of emissions produced in 2005 by 2050, CORSIA was developed with the intent of closing the gap between the industry’s aspirations and actuality. In its most recent step toward maintaining its commitments, many airlines will now report their carbon emissions on an annual basis as of January 2019.

    Carbon offsetting flights used to be the domain of the wealthy or eco-warriors looking to assuage their guilt. But now even low-cost airlines are taking action to cut their carbon footprint as the aviation industry comes under pressure to reduce emissions. EasyJet last week became the first big carrier to start offsetting carbon emissions on flights across its whole European network, trumping recent announcements by British Airways and Air France to offset all domestic flight emissions from next year. It comes as airlines have realised they need to respond to the growing “flight shame” movement. Over the past two months both International Airlines Group, which owns BA and Aer Lingus, and the Australian carrier Qantas have pledged net-zero carbon flying by 2050. Meanwhile, the German airline Lufthansa plans to introduce a business fare that will automatically offset emissions for corporate customers flying in Europe.

    Air travellers face potential fare increases of up to 30 per cent in coming years as the EU increases taxes on aviation, high-profile economist Colm McCarthy has warned.

    Mr McCarthy, who is also a director of the State airports company DAA, told a tourism industry conference at the weekend that the European Commission wants to hit jet kerosene with a a 33 cent a litre carbon tax.

    Speaking at the University of Limerick tourism policy workshop at Dromoland Castle in Co Clare, Mr McCarthy noted that Brussels also wanted to end a VAT exemption for airline tickets.

    The proposed carbon tax on jet fuel would add 12 per cent to tickets ,while ending the VAT exemption could bring the overall increase to 30 per cent.

    Europe would scrap existing national taxes on air fares should it introduce VAT, said Mr McCarthy.

  • How EU member states undermine the Emissions Trading System November 25, 2019

    The European Union Emissions Trading System (EU ETS) was conceived with the purpose to decrease the EU’s emissions trajectory in important sectors, including energy production, energy intensive industries and aviation. As a market-based mechanism, this should happen in a cost-effective way, as the market players will cut emissions where it is the cheapest to do so. Approximately 45 % of European emissions fall within the ETS.

    The basic premise of a market-based solution is that other national policies regarding emission reductions in these sectors would not be needed. Indeed, any national policy targeting activities in the ETS sector will be both more costly and meaningless from an emissions point of view. The maximum and minimum amount of emissions in the ETS stays the same no matter what other policies are put in place inside the ETS sectors. Those emissions can only be affected by decreasing the amount of emissions credits in the ETS.

  • IATA Urges EU to Adopt Policies to Encourage SAF Production November 21, 2019

    The International Air transport Association (IATA) is calling on the EU to develop a regulatory framework to encourage more production of sustainable aviation fuels (SAFs). However, the airline group is not in favor for any government body—including the European Commission—imposing a mandate on airlines to blend lower-carbon SAF with fossil jet-A.

    “Our hub feed and de-feed is in Europe, and the feed and de-feed of our competitors takes place outside Europe,” IATA chairman and Lufthansa CEO Carsten Spohr told AIN. “If you add costs, you have to make sure you get compensated, otherwise you further disadvantage European airlines and jobs. We have seen the same issue with the EU emissions trading system.”

  • Why is aviation’s true climate impact being kept under the radar? November 19, 2019

    Twelve years ago, the IPCC Fourth Assessment estimated aviation’s total climate impact at two to four times that of its past CO2 emissions alone. This is because aircraft at altitude generate significant additional climate warming – from NOx, the formation of line contrails and cirrus clouds, water vapour, soot, aerosols, black carbon and other factors. When discussing aviation’s inclusion in the EU emissions trading system a year later, the European Parliament called for airlines to surrender additional allowances to cover the non-CO2 impacts. Pressured by airlines and aircraft manufacturers, this proposal was dropped.

  • EasyJet to offset carbon emissions from all flights by planting trees November 19, 2019

    EasyJet has said it is going to become the first airline in the world to operate net-zero carbon flights through offsetting emissions made by its planes by, among other things, planting trees.

    The budget airline said it would invest around £25m over the next financial year in activities including “forestry, renewable and community based projects”.

    EasyJet promised to support the development of hybrid and electric planes and help “reinvent and de-carbonise aviation over the long-term”.

  • British Airways To Become First UK Airline To Offset Carbon Emissions On Flights Within The UK From 2020 November 17, 2019

    From January 2020, British Airways will become the first UK airline to offset carbon emissions on all its flights within the UK. 

    All customers flying within the UK next year on flights operated by British Airways will have the carbon emissions from their flights offset by the airline and invested in carbon reduction projects around the world. These quality assured projects will include renewable energy, protection of rainforests and reforestation programmes.  

    The airline operates up to 75 flights a day between London and 10 UK cities, including Manchester, Leeds, Newcastle, Isle of Man, Edinburgh, Glasgow, Aberdeen, Belfast City, Inverness and Jersey. British Airways’ domestic emissions total around 400,000 tonnes of C02 a year.

    Their announcement comes as British Airways’ parent company, International Airlines Group (IAG), became the first airline group worldwide to commit to achieving net zero carbon emissions by 2050, contributing to both the UK Government’s commitment to a net zero carbon economy by 2050 and the United Nations’ objective to limit global warming to 1.5 degrees. IAG’s emissions’ goal will be achieved through numerous environmental initiatives, including investing more than US$400m in the development of sustainable aviation fuels over the next 20 years.

  • Switzerland, EU To Link Emissions Trading Systems November 16, 2019

    Switzerland and the EU are to link their emissions trading systems from next year, after the Swiss Federal Council approved revisions to the country’s Ordinance on the Reduction of CO2 Emissions.

    The amended Ordinance was approved on November 13. It will enter into force on January 1, 2020, along with the revised CO2 Act approved by Parliament in March and the November 2017 agreement with the EU on linking the respective systems. The amendments to the Ordinance were necessary for the link to be implemented.

    The EU Emissions Trading System (EU ETS) operates in 31 countries – the EU’s member states, plus Iceland, Liechtenstein, and Norway. A single, EU-wide cap applies, and auctioning is the default method for allocating allowances. The Swiss ETS is also based on the cap-and-trade principle.

  • Carbon capture could become big business: Is it the right approach? November 15, 2019

    Carbon capture technology could become a major industry, according to authors of a new perspective published on 6 November in Nature (1). In their analysis, Hepburn and colleagues investigate the potential technological and economic prospects of carbon capture and use.

    The International Panel on Climate Change (IPCC) continually cites carbon capture as a necessary technology to help address the imminent threat of climate change and meeting targets of the Paris Agreement. However, thus far, carbon capture has not yet met expectations and question of whether carbon capture and sequestration (CCS) technologies can be scaled quickly enough remain. Moreover, some scientists are concerned that carbon capture technologies could mean less incentive to switch to renewable energy and may even allow fossil fuel companies off the hook.

  • AIRLINES EXPOSED FOR MONEY-SAVING ‘FUEL TANKERING’ PRACTICE THAT INCREASES EMISSIONS November 13, 2019

    British Airways’ parent company, IAG, has launched a review into its practice of fuel tankering – in which planes are filled with extra fuel, usually to avoid paying higher fuel prices at destination airports – after a BBC investigation exposed the practice at the airline.

    This practice saves money, sometimes minuscule amounts, but generates hundreds of kilograms of additional CO2 emissions.

    In one example, documents seen by the BBC showed a recent BA flight to Italy took on board nearly three tonnes of extra fuel, amounting to a cost saving of just £40 ($75), and generated an additional 600kg of CO2 emissions. Savings can be even lower than this, the investigation found.

    The revelation came after IAG in October vowed to commit to zero emissions by 2050.

  • CARBON OFFSETTING BRANDED ‘GET OUT OF JAIL CARD’ FOR AVIATION SECTOR November 12, 2019

    Carbon offsetting has been branded a “get out of jail card” for airlines to mask a lack of action on the environmental issues facing the aviation sector.

    Carriers were accused of failing to face up to these vital challenges in a BBC Panorama expose on Monday night (11 November) which asked: “Can flying go green?”.


    Ahead of the show, the BBC called out British Airways for its practice of “fuel tankering” – operating aircraft with excess fuel to avoid filling up at destination airports.


    The primary benefit of fuel tankering is to save money, but it comes at the expense of increasing carbon emissions owing to aircraft having to carry additional weight.


    BA, though, said tankering was not exclusive to BA and was a sector-wide practice, employed to mitigate fluctuations and disparities in fuel costs in different countries and at different airports, and for operational reasons such as where turnaround times are too tight to adequately refuel upon arrival.


    The show assessed a number of developments within aviation that could make flying greener such as new fuels, electric aircraft, and more stringent enforcement of preventative climate change action set out in international agreements.

  • The Quickest Way to Reduce Airplane Emissions November 12, 2019

    Greta Thunberg is stuck in the United States.

    The 16-year-old climate activist sailed across the Atlantic on a carbon-free yacht this summer for the United Nations Climate Action Summit in New York City. Now that December’s UN Climate Change Conference has been relocated from Chile to Spain, she needs a lift back to Europe, but refuses to hop on a plane.

    Aviation accounts for 2.4 percent of global emissions—a figure that can seem insignificant until it’s put into context. In more personal terms, a roundtrip flight from London to New York emits 2,173 pounds of carbon—more than the average citizen of 56 countries generates in a year. In Thunberg’s native Sweden, there’s a word for the sickening feeling these statistics evoke: flygskam, or “flight shame.”

    Fewer are familiar with the agency that orchestrates all that international air travel. But the UN’s International Civil Aviation Organization (ICAO), which concluded its fortieth assembly in October, is a name worth knowing: in many ways, the low sticker price and high environmental costs of international flight today can be traced back to ICAO’s first meeting 75 years ago. And the future of travel could be determined by what they do next.

  • Aviation emissions impact air quality more than climate November 12, 2019

    Researchers have found that growth in aviation is leading to poorer air quality.

    Researchers at the Massachusetts Institute of Technology (MIT) evaluated the effects of a global expansion in aviation and found that the impact on air quality was two-four times higher than the climate impact.

    As part of the research, which was published in IOP Publishing’s Environmental Research Letters, the team looked closely at the industry and assessed how the damage could be reduced by creating a comparative assessment of aviation emission trade-offs.

    The lead researcher on the study, Dr Sebastian Eastham, from the Laboratory for Aviation and the Environment in MIT’s Department of Aeronautics and Astronautics, said:

    ‘Aviation emissions are an increasingly significant contributor to anthropogenic climate change. They cause 5% of global climate forcing.

  • MEPs push for CO2 neutrality by 2050 at COP25 November 11, 2019

    Members of the European Parliament said on 6 November the EU should commit to net-zero CO2 emissions by 2050 at the UN Conference and step up its emissions’ reduction ambition for 2030.

    Ahead of the COP25 UN Climate Change Conference in Madrid in December, the Environment, Public Health and Food Safety Committee approved on 6 November a resolution calling on the EU to submit its long-term strategy to reach climate neutrality at the latest by 2050 to the UN Convention on Climate Change as soon as possible. This would guarantee the EU maintains its world leadership in the fight against climate change.

    “The Environment Committee is showing the way for Europe to be the first carbon-neutral continent in 2050“, said the Chair of the Environment, Public Health and Food Safety Committee Pascal Canfin from France. “While the United States confirmed yesterday its exit from the Paris Agreement, we reaffirmed today in the European Parliament’s Environment Committee that we want Europe to be serious about the fight against climate change”, he added.

  • Dutch lead call for European aviation tax to cut emissions November 8, 2019

    The Dutch government has put together an informal nine-country coalition to lobby the EU Commission for a new European aviation tax to help cut CO2 emissions – in a move which will be hugely unpopular with airlines.

    The Netherlands has been joined by GermanyFranceItalySwedenDenmarkBelgium, Luxembourg and Bulgaria in supporting the new tax on the basis that air travel – unlike travel by road or rail – has no tax on fuel, although it generates about 2.5 per cent of emissions globally.

    The initial response from Brussels has been positive. Commissioner Frans Timmermans, a former Dutch foreign minister now responsible for EU environmental policy – the European Green Deal – said he considered the principle that the polluter pays “to be both fair and efficient”.

  • Private jets could disappear from UK airports by 2025 November 8, 2019

    The world has begun to take a hard look at the things scientists deem harmful to the environment in recent years as climate change hits closer to home. Across Europe, lawmakers have worked to enact more stringent fuel economy and emissions regulations, but the UK’s Labour Party has set its sights on the skies.

    The left-leaning political party wants to look at banning private jets from UK airports as early as 2025, The Guardian reported this week. The plan is contingent upon what happens in the country’s upcoming parliamentary elections. Brits will head to the polls on Dec. 12, where the fate of the Conservative Party and current Prime Minister Boris Johnson‘s government will be decided.

    Should the Labour Party take control, Jeremy Corbyn could lead parliament and efforts to enact some sort of ban on private jets could become a reality.

  • EU COUNTRIES SAY AIRLINES SHOULD PAY FOR POLLUTING THE PLANET November 8, 2019

    Nine European Union countries have signed a statement calling for aviation tax to be introduced on the continent. The proposed tax would hold airlines accountable for the amount of pollution they produce.

    At present, all aviation fuel used in Europe has been tax exempt. But given that emissions have increased by 21% in the last year, “fiscal policy has a key role to play” if climate targets are to be achieved.

    The coalition of countries signing the statement this week was led by the Dutch and joined by France, Germany, Italy Luxembourg, Sweden, Belgium, Bulgaria and Denmark.

    “Compared to most other means of transportation, aviation is not sufficiently priced,” the letter said.

    The demands call for a Europe-wide aviation tax to address the environmental impact of flying and to level out the playing field for current EU member states. Currently, EU countries operate under different laws. France has a levy on its airlines to account for the environmental cost, Sweden introduced an aviation tax in 2018, and the Netherlands is planning to introduce one in 2020 if an EU agreement isn’t reached before then.

  • Aviation taxes requested by 9 EU Finance Ministers will not reduce CO2 emissions, says Airlines for Europe November 8, 2019

    A joint statement signed by nine national Finance Ministers[1] requesting EU coordination on aviation pricing is full of flaws. For example, there are important differences between the taxes and charges paid by different transport modes in Europe. Unlike road transport or railways — which receive a significant amount of government subsidies — the aviation industry pays for the majority of its infrastructure costs – on top of paying for the majority of its security costs. According to IATA estimates, airlines paid almost €31 bn for the use of airport infrastructure in Europe in 2017. In addition, European aviation has been paying for its emissions in Europe since 2012 via the EU Emissions Trading System (ETS). The price of emission allowances has tripled since 2018. The EU ETS is, in fact already a coordinated economic instrument for aviation carbon pricing. This fact was noticeably absent from the Ministers’ statement.

  • UK Labour Call for Bizjet Ban Draws Industry Fire November 8, 2019

    Business aviation leaders are decrying a call by certain UK political leaders to ban business jets from UK airports and encourage electric technologies as a means to address climate concerns.

    Andy McDonald, shadow transport secretary for the British Labour Party, this week backed such restrictions in a statement asking, “Why is the government enabling billionaires to trash the climate when it’s the rest of us who will suffer the consequences?” and then adding, “Climate targets cannot be met without curbing pollution from air travel, and a passenger on a private jet produces 10 times the emissions of someone on a regular flight. This simply cannot be ignored.”

    McDonald added that electric advancements will be possible in a few years’ time—as long as governments put in the proper “incentives”—and also said the Labour Party would examine proposals closely and consult with industry on a phaseout of the use of fossil fuels.

  • Should Private Jets Be Banned? November 7, 2019

    The Common Wealth think tank, which is closely linked to the Labour Party leader Jeremy Corbyn has called for a ban on private jets in the U.K. by 2025.

    The report outlines that in 2018 there were over 140,000 flights on private aircraft to or from U.K. airports, which accounted for about 6.5% of the nation’s air traffic.

    With the growing focus of environmental change and groups including Extinction Rebellion along with activists such as Greta Thunberg throwing the topic into the spotlight, never has so much attention been on our individual carbon footprint.

  • Airlines prepare for first CORSIA emissions reports November 6, 2019

    Airlines worldwide are on track to submit their first full year of emissions data under ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), although some regulators have been slow to react to the new rules.

    ICAO adopted CORSIA, a global market-based carbon offset program, in October 2016. Since then, ICAO has been working to create the technical framework for CORSIA implementation.

    Under CORSIA, airlines were mandated to monitor international flight emissions from Jan. 1, 2019 under an approved monitoring plan. The final 2019 reports must be verified and submitted to a national administering body before the end of May 2020. Each member state will then report back to ICAO. This will form the baseline data for the offsetting phase of CORSIA.

  • EU finance ministers move to tax aviation fuel after UN agency dithers November 5, 2019

    EU finance ministers are moving to end the fuel tax exemptions enjoyed by the aviation and shipping sectors, it has been reported, as the UN regulators responsible for their climate emissions continue to sit on their hands. Politico said it obtained draft conclusions for the next meeting of ministers in which they ask the European Commission to consider ending the tax loophole.

  • UK and Switzerland outline emissions trading system plans November 5, 2019

    The UK and Switzerland are each planning to launch their own emissions trading systems (ETS), linked with the European Union Emissions Trading System (EU ETS), despite industry calls for a joined-up international approach under ICAO’s Carbon Offsetting and Reduction Scheme (CORSIA).

    In May 2019, the UK government launched a consultation on how the UK would manage emissions trading once the UK has exited the EU (Brexit). If the UK failed to take any action, all flights to, from and within the UK would fall outside of the scope of the EU ETS once Brexit takes effect.

    When Prince Harry and Megan have been forced to defend their private jetsetting, and a schoolgirl is thumbing a low-carbon lift across the Atlantic by boat to highlight the climate emergency, the emissions associated with this most luxurious – and least necessary – form of travel look increasingly unjustifiable. Now, Labour is exploring plans to curb or ban their use.

    Private jets produce many times more carbon per passenger than economy flights, not least because about 40% of trips are empty return legs.

  • GERMANY’S PLANNED AIRLINE TAXES CRITICISED BY AIRLINES November 4, 2019

    As part of the EU’s flagship emissions trading scheme (ETS), Germany has recently announced planned changes to its taxes. The plans would include a tax increase for international and domestic airline tickets, which would be used to invest in railways and reduce VAT on train tickets.

    However, this announcement has been met with opposition, both from European airlines, and from carriers in the US. One group – Airlines for America (A4A), which represents American, Delta, and United – wrote to the Commission to express concerns about the proposed changes.

    A4A says that the plan is illegal. They also say that it violates the EU-US aviation agreement, as well as undermining the UN agreement for offsetting international aviation emissions: the carbon offsetting and reduction scheme for international aviation (CORSIA).

  • Labour’s private jet ban plan makes ‘little sense,’ says industry November 4, 2019

    The private aviation industry has criticised a Labour-backed proposal to impose a fully-fledged ban on private jets in the UK as soon as 2025 as making “little sense”.

    In a move which would remove London as Europe’s most active player in the industry should it come to fruition, shadow transport secretary Andy McDonald yesterday backed a report by left-leaning thinktank Common Wealth which said private planes using fossil fuels should be banned in six years.

    Your new word for the day is “flygskam” (pronounced: “fleeg-skam”).  It is a Swedish word introduced by the nascent — still mostly European — environmental movement to “flight-shame” travelers into refraining from taking flights to lower carbon emissions.

  • Aviation tax initiative heads to Parliament November 1, 2019

    More than 52,000 people have signed a citizens’ initiative calling for an aviation tax, surpassing the 50,000 certified signatures needed to send it to MPs for consideration.

    Any Finnish citizens aged 18 or over can sign or start such an initiative, which lapses if sufficient signatures are not collected within six months.

    The flight tax initiative was launched on 2 May, so would have lapsed on Saturday. As of early October, the initiative had only collected around 7,000 names. By Wednesday, that was up to 25,000. As Thursday began, that had risen to just over 33,000. In its final spurt on Thursday, it gathered more than 17,000 signatories to break the 50,000 barrier around 11pm. Signatures can be collected either in paper form or via a secured online system.

  • When will electric aircraft really take off? November 1, 2019

    Every minute, 84 flights take off worldwide and in 2018, more than four billion journeys were made by plane. While it is true that today’s aircraft are around 80% more fuel efficient per passenger-kilometre than 50 years ago, air traffic is growing fast. As well as the environmental implications, there is another motivation for airlines to make the switch to electric — cost.

    Airlines spend 25 to 50% of their costs on jet fuel — $180 billion a year in total — making the switch to electric a no brainer. From the passenger perspective, electric planes could mean cheaper tickets and quieter flights. According to Roland Berger consultancy, the number of electric aircraft in development increased 50% in 2018 to 170 and investment is only set to increase.

  • Airlines Care Less About the Environment Than They Lead You to Believe October 29, 2019

    In a Las Vegas hotel ballroom a couple of months ago, Frontier Airlines CEO Barry Biffle promised to reveal how he had solved a question vexing airlines: How to build an environmentally sustainable business without sacrificing profits.

    Calling Frontier “America’s Greenest Airline,” Biffle explained it would buy the newest airplanes, cram them with seats, and fly them longer each day than competitors. Inside, Frontier would offer zero amenities — no Wi-Fi, in-seat power, or entertainment — while charging extra for everything, including baggage, food and sodas.

    “Look, it is not the most comfortable for a couple of hours,” Biffle told hundreds of industry insiders, “but it is the most comfortable that you will find for the planet.”

    The world is facing a climate change crisis, and Biffle essentially mocked it, repackaging the airline’s existing model, and congratulating himself for environment stewardship. Yes, packing on spartan (and light) seats reduces per-passenger emissions, but Biffle, a former Spirit Airlines executive, loved that strategy well before most travelers worried about sustainability. It saves money.

  • ‘Hypocritical’ Irish ministers are flying around in private jets – despite claiming climate emergency October 28, 2019

    IRISH MINISTERS have been accused of hypocrisy and double standards following the government’s declaration of a climate emergency earlier this year.

    It’s been discovered that Taoiseach Leo Varadkar and his ministers have clocked up over 150 hours on private jets during 37 flights so far this year.

    Varadkar’s flights on the Learjet alone produced over six times more carbon than a person’s average yearly emissions from travel, food production, home heating, electricity use, and other activities.

  • Norwegian adds new tool to reduce CO2 emissions by 140,000 tons per year October 23, 2019

    How disappointing to see the Financial Times resorting to a classic deflect, distract and dissemble response to an environmental proposal (“Why a ban on air miles will not go the distance”, editorial, October 16). Of course there are many important policies that should be pursued to tackle climate change. Yes, air fares should be more expensive (though it’s entirely possible to travel by train from London to Edinburgh and back for much less than £100 with a little advance planning). Yes, aircraft fuel should be taxed. Yes, reducing gas-fired central heating should be prioritised. Yes, transport emissions are a long-overdue problem. But, as you point out, none of them is easy, which is why so little progress has been made despite decades of campaigning by many, including me.

The latest example of this is the contradiction between the United Nations’ (UN) Corsia aviation emissions scheme, designed to force airlines to cap their environmental impact, and the European Union’s own emissions trading scheme (ETS).

    According to a new resolution by the International Civil Aviation Organisation (Icao), Corsia is now expected to “be the only market-based measure applied to international flights.” The aim is to avoid duplicate counting of emissions, but EU countries were called on by European authorities to lodge a formal “reservation” at a meeting last Friday. Transport officials only made verbal objections.

  • Germany’s Increased Aviation Taxes Are Set To Come Into Force In April 2020 October 16, 2019

    Germany is just months away from imposing an increase in its aviation tax. The new regulation, also dubbed Climate Tax, will come into force in April next year.


    Earlier this month, we revealed that Germany had released a proposal to increase taxes on airfares in order to reduce CO2 emissions.

    In September on the government’s website, we were told that the new tax would come into effect in January 2020. However, we have since found out that the change will happen in April. That gives airlines and air passengers alike six months to prepare.

    BRITISH Airways have announced plans to become the first UK airline to offset all carbon emissions on flights within the UK.

    The company will roll out the policy from 2020, also investing in carbon reduction globally and planning to cap emissions on domestic flights.

    They will become the first company in the UK to offset all of their carbon emissions on domestic flights – meaning they will invest in carbon reduction projects around the world.

  • EUROPE: FRENCH GOVERNMENT CALLS FOR EU BUNKER TAX October 16, 2019

    The French government has called on the European Union to work on creating a tax on bunker and aviation fuel as part of its strategy for reducing carbon emissions.

    Speaking at a conference yesterday (15 October), the French Finance Minister Bruno Le Maire said: ‘It’s incomprehensible that carbon emissions targets were set for cars and not for airplanes and ships.

    The French government’s call for more focus on tackling emissions from shipping and aviation will strike a chord with senior figures at the EU.

  • Government says it will go ‘further and faster’ to cut emissions following poor progress report October 15, 2019

    The government has promised to go “further and faster” to cut greenhouse gases after its annual progress report warned current policies and plans are insufficient to meet targets to cut emissions in the 2020s and 2030s.

    As calls to curb the carbon emissions from flying grow, how wise is it to reduce gloval travel on this flimsy pretext? University of Western Australia’s Mark Beeson discusses the issues.

    PERTH: Shame is a powerful emotion, but is it powerful enough to save the planet? Almost certainly not.

    But the question has assumed unexpected prominence as sensitive Scandinavians and a schoolgirl activist Greta Thunburg spearhead a campaign to encourage us to fly less, simply because it’s the right thing to do.

    At this very moment, the redoubtable Greta Thunberg is metaphorically tied to the mast of an obliging friend’s racing yacht crossing the Atlantic to attend a UN conference on climate change as she stoutly resists the siren song of cheap, convenient air travel.

    What impact she or the idea of flygskam, as the Swedes call it, will have on individually-minded Americans and their entrenched consumer culture remains to be seen. But it’s worth noting that a seat on a flight across the Atlantic puts 1.6 tons of carbon dioxide into the atmosphere.

  • Private Jet Travel Is Greener Than You Think August 22, 2019

    Much like before and after the World Economic Forum, it was hard to avoid blaring headlines in recent weeks calling out the alleged hypocrisy of billionaires, CEOs, celebrities and environmentalists. As you may recall, they descended on Sicily in their private jets for the seventh annual “summer camp” hosted by Google, this year with a focus on sustainability.  Then as I was writing this, OMG, the Duke and Duchess of Sussex were spotted using a private jet. That was several days ago and the controversy is still going strong.

    Private jets are of course a popular lightning rod, easily and often used as a metaphor for excess, waste, greed, mismanagement and even criminality, which is not to say there aren’t folks flying on them who haven’t done something for which they should deservedly be taken to the woodshed. When somebody who is concerned about our planet’s future is found to be flying privately, it’s often a take no prisoners approach.

  • Clean environment and clean conscience: Does carbon offsetting really work? August 22, 2019

    Prince Harry and Meghan Markle have found themselves in the middle of an environmental row after it emerged that they made four trips in private jets in 11 days – all whilst campaigning for action on climate change.

    Sir Elton John, who organised two of the flights to and from his Nice home to provide the Royals with a “high level of much-needed protection”, said he “ensured their flight was carbon neutral, by making the appropriate contribution” a carbon offset scheme.

    However, Greenpeace scientist Doug Parr hit out at Sir Elton on Twitter, stating: “Carbon offsetting is not a meaningful response to aviation emissions.”

    Adding that while “good works” can be done by paying to offset carbon emissions, “it is no solution”.

  • Carbon offsetting may increase pollution as experts warn the rich: ‘You can’t buy a clean conscience’ August 20, 2019

    Carbon offsetting schemes may actually increase pollution and harm local communities, studies have shown, as UN environmental experts called for the rich to stop buying credits ‘in exchange for a clean conscience.’

    As early as 2017 the European Commission warned that if carbon schemes were not radically altered, they could release an extra 3.5 billion tonnes of greenhouse gases into the atmosphere by 2020.

    A study by the Commission found that 85 per cent of offsetting projects were unlikely to deliver ‘real’ or ‘measurable’ benefits, yet airlines continue to suggest that their increasing emissions can be negated by such schemes.

    Niklas Hagelberg, a Senior Programme Officer at UN Environment also recently warned that offsetting was not a ‘get-out-of-jail free card’ to be used by ‘polluters as a free pass for inaction.’

    Aviation’s dreams of a green future rest on second-hand cooking oil and wishful thinking. By 2050, the industry wants to halve net CO2 emissions from 2005 levels, even though traffic is set to treble. It’s hard to see electric planes or jet fuel made from plants or kitchen grease flying to the rescue. Instead, governments may have to squash demand by imposing carbon taxes.

    Unlike carmakers, which can switch to zero-carbon batteries, or power stations that can run on wind, nuclear or solar energy, airlines are stuck with fossil fuels. Basically, nothing matches jet fuel in pound-for-pound punch. Nor are there signs of that changing much by mid-century.

  • UK carbon price to plummet under no-deal Brexit July 30, 2019
     

    A proposed UK tax on heavy polluters would come in at nearly half the EU carbon market price, reducing the incentive to cut emissions

    British heavy industrial polluters could see their carbon costs nearly cut in half if the country crashes out of the EU with no deal this autumn.

    Updated guidelines released on Monday show the UK government plans to introduce a domestic tax of £16 ($19) per tonne of CO2 emitted from power stations and industrial sites from 4 November. The aviation sector would not be subject to the tax.

    In the UK, the tax would replace the EU emissions trading system, where permit prices have soared close to €30/t ($33) and are forecast to continue climbing. Together with a falling pound, it raises the prospect of a significantly lower carbon price in Britain than on the continent.

    The tax would come into force if the UK fails to negotiate a withdrawal deal with the EU by 31 October, when it is due to leave the bloc.

  • Do airplane contrails add to climate change? Yes, and the problem is about to get worse. July 28, 2019

    New research suggests the global warming effect will triple by 2050 as air travel increases.

    Despite conspiracy theories about so-called chemtrails, there’s no evidence that the white plumes seen trailing from high-flying airplanes are part of a secret government program to spray toxic chemicals into the atmosphere for mass sterilization or mind control.

    But contrails do pose a threat. Scientists say they contribute to climate change by trapping heat that radiates upward from Earth’s surface. A new study published in the journal Atmospheric Chemistry and Physics suggests that the global warming effect will triple by 2050 as air travel grows in popularity and new technology enables planes to reach the higher cruising altitudes where contrails tend to form.

    “Given the forecast for the increase in air traffic, which is very large, this contrail effect will increase even more than the carbon dioxide impact,” says study co-author Ulrike Burkhardt, an atmospheric physicist at the German Aerospace Center’s (DLR) Institute of Atmospheric Physics. “And so it will remain the largest aviation impact on the climate,” outpacing the contribution to warming from the carbon dioxide and other greenhouse gases in airplane exhaust.

  • Flight shaming won’t work in Asia July 27, 2019

    NEW YORK – This summer, European vacationers are being brought down to earth. A campaign, marked by hashtags such as #stayontheground and #flightshame, is pressuring travelers to think twice about the carbon impact of their air travel.

    Even airlines are joining in the public shaming. KLM Royal Dutch Airlines is encouraging people to fly less, and Deutsche Lufthansa AG’s CEO recently declared that cheap fares are “economically, ecologically and politically irresponsible.” Whether connected or not, there’s been a surge in European train passenger traffic this summer.

    None of this well-meaning effort will amount to much, however, unless the industry grapples with the environmental impact of its fastest-growing market: Asia.

    Aviation industry estimates suggest that global passenger numbers will double by 2037, led primarily by new middle-class consumers in China, India and Southeast Asia. Sometime in the next decade, China will surpass the United States as the world’s biggest aviation market.

  • Host of EU airlines propped up by subsidies, study finds July 26, 2019

    Almost a quarter of EU airports served by Ryanair are “likely” to be loss-making and sustained through subsidies, a new report has found.

    According to analysis done by Transport & Environment (T&E), 52 Ryanair-carrying airports are either documented to be receiving subsidies or see less than 500,000 passengers pass through its terminals each year. 

    Approximately half of the low-cost carrier’s airports receiving subsidies are based in France, and receive state aid from national governments and local authorities, the Brussels-based group found.

    While the aid is given to the struggling airports, the authors of the report argue that it is essentially a subsidy to airlines like Ryanair that can then benefit from lower landing and airport charges.

    Airports use this financial aid to charge rates below the market level in order to attract airlines, the report states.

    The European Commission should end state aid for loss-making airports like “it did for coal mines earlier this decade”, T&E concluded in its assessment. In 2010, the European Commission instructed member states to arrange the gradual shutdown of loss-making coal mines.

    Producing around 2 percent of global carbon dioxide emission, if aviation was a country, it would be among the 10 biggest emittersahead of nations like Brazil, Mexico, and the UK. The International Civil Aviation Organization forecasts that aviation emissions could grow by 300-700% by 2050.

    A return trip from London to New York is about equivalent to someone heating their home for a year, in terms of the emissions generated. And that rapidly adds up. Figures from the International Air Transport Association project plane passenger numbers will double within two decades – that’s 8.2bn people flying each year.

  • Majority of Germans reluctant to give up flying: poll July 26, 2019

    Two-thirds of Germans, both frequent flyers as well as those who flew less than twice a year, would not change anything about their flight behavior, according to the latest DeutschlandTrend survey published by public broadcaster ARD on Friday.

    Almost every fourth German said they wanted to fly less in the future, the survey found

    Only eight percent of Germans surveyed flew three or more times a year. The majority of Germans, 63 percent, said they either flew rarely or not at all.

    The survey found that 23 percent of Germans who travelled by plane at least once a year wanted to fly less in future, while 11 percent believed they would fly more frequently.

    The global aviation industry contributes around two percent of total greenhouse gas emissions, according to the International Air Transport Association (IATA).

    In order to reduce this impact, the German Green Party recently wrote in a position paper that they wanted to “make domestic flights largely obsolete” by 2035.

    The survey did not suggest that this had a significant effect on public support for the German Green Party.

    If German elections were held on Sunday, the Greens would still be tied with the conservative union CDU/CSU for the most votes at 26 percent, the survey found.

  • Wednesday was one of the busiest recorded days in aviation history — and it’s going to keep getting busier July 25, 2019
    • More than 225,000 flights were recorded on Wednesday, July 24 – more than ever recorded on a single day, according to the flight-tracking service Flightradar24.
    • While that could partly be attributed to increasingly comprehensive global tracking, air traffic is on a steady increase overall.
    • The figure excludes certain sensitive air traffic, including most military flights, so the number is likely higher.

    More than 225,000 flights took to the skies on Wednesday, July 24, more than ever recorded before.

    Flightradar24, a real-time air-traffic-tracking service, tweeted that this was the first time since it began monitoring flights that it had tracked that many aircraft.

    The figure represents virtually every trackable aircraft in the world that flew on Wednesday between midnight and 11:59 p.m. UTC, according to Ian Petchenik, who manages media and community relations for the company.

  • EC transport chief warns on need to address aviation environment impact July 24, 2019

    Managing its environmental footprint is the air transport industry’s “number one challenge” in a world where people’s mindsets and expectations are changing fast, the head of Europe’s transport ministry told a Washington DC audience.

    Addressing the International Aviation Club of Washington July 23, European Commission (EC) director general for mobility and transport Henrik Hololei said aviation emissions “had to come down” if the industry is to maintain its license to grow.

    “In Europe, we observe that people’s mindset about that is changing very fast and, without the slightest doubt, public demand and societal expectations for cleaner and much more sustainable air transport will grow rapidly in the coming years,” he said.

    He noted that the term “flight shame,” started with a movement begun in Sweden, is spreading and pressures people to not fly. France has decided to introduce an environmental tax on all flights in response to the movement.

    Airlines and airline associations have broadly welcomed ICAO’s new carbon offsetting scheme, scheduled to commence on January 1, 2019. However, the scheme’s Standards and Recommended Practices (the SARPs) impose an immediate compliance obligation on international airlines and raise a number of potential risks for aircraft financiers and lessors.

    In June 2016, the 39th Assembly of the International Civil Aviation Organization (ICAO) agreed to adopt a global market-based measure to control aviation carbon dioxide (CO2) emissions,1 This scheme is referred to as the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). On June 27, 2018, ICAO’s Council adopted the First Edition of Annex 16, Volume IV, which details the international SARPs for CORSIA.2 Ultimately, over 700 aircraft operators3 (Operators) worldwide will be compelled to comply with various aspects of the scheme.

  • Could aviation loopholes swallow climate progress? December 11, 2018

    As bleary-eyed negotiators at the UN Framework Convention on Climate Change Conference of the Parties (COP) in Katowice, Poland, struggle through late nights of haggling over rules for implementing the 2015 Paris Agreement, one challenge they face is how to energize a global competitive market for cutting climate pollution, while ensuring the integrity of that market.

    Technical talks in the far recesses of the giant conference center are focused on two key issues: carbon credit quality, and accurate book-keeping.

    On carbon credit quality: Investigations found that the so-called “Clean Development Mechanism” (CDM) of the 1997 Kyoto Protocol issued hundreds of millions of putative carbon credits that didn’t cut emissions beyond what would have happened anyway, or came from projects rife with corruption.

    A few CDM projects have helped cut emissions and boost sustainable development in local communities. But it seems the vast majority have little or no environmental value.

    That’s why more and more countries are banning the use of these credits to meet climate targets.

  • Study Shows Airlines Failing to Meet Emissions Targets December 9, 2018

    According to a new study from the Atmosfair Airline Index, despite improvements in technology among many now-top-selling aircraft—including Boeing’s 737 MAX and 787 and Airbus’s A320neo —airlines will not be able to make “significant” changes in their carbon dioxide emissions, according to the Guardian.

    According to the report, released December 8, only 10 percent of airlines worldwide achieved carbon neutral growth, meaning their emissions output increased proportionally to their growth in flown miles. Among those that have achieved carbon neutral growth are All Nippon Airlines, American Airlines, Finnair and Thai Airways. While those companies hit the mark, they, unfortunately, failed in another category, with none reaching the top grade in overall efficiency.

  • Airlines ignoring efficient planes in blow to carbon targets – study December 8, 2018

    Airlines are failing to take up the most efficient planes in sufficient numbers to make a significant dent in their carbon dioxide emissions, a new study has found.

    The most efficient new aircraft models, such as the Boeing 787-9 and Airbus A350-900 and A320neo, can achieve substantial carbon savings over older models, but no airlines have invested sufficiently in the new types to reach the top levels of energy efficiency, according to a ranking by Atmosfair, a German NGO.

    In the annual Atmosfair Airline Index for 2018, published on Saturday, no airlines received an A for efficiency, and only two airlines were ranked in efficiency class B.

    TUI Airways, the British holiday airline, came top of the rankings for the second year running, reaching just under 80% of the possible optimum level of carbon emissions. TUI Fly, the company’s German counterpart, came in fourth.

  • Swedes’ flight habits carry heavy climate burden December 7, 2018

    The idea of hopping on a plane and escaping to a warmer locale is incredibly appealing to most people in Sweden, particularly at this time of year.
    But a new study from Chalmers University of Technology helps reveal the environmental impact of Swedes’ flying habits, and the figures may just make Swedes rethink their winter jaunt to Thailand.

    According to the report, which was commissioned by the Swedish Environmental Protection Agency, Sweden’s aviation emissions are five times higher than the global average. A full 80 percent of those emissions are the result of private trips.

    Air travel accounts for around four to five percent of global emissions. As a small country, Sweden is only estimated to account for around one percent of that total. While that might not sound like much in the big picture, the report shows that Swedes’ travel habits have an impact much larger than the country’s size.

    A new report projects that annual global carbon emissions will reach an all-time high this year.

    Carbon emissions from human activity are driving climate change and curbing them is a central aim of the Paris Agreement, which aims to keep the global temperature rise well below 2 degrees Celsius, and if possible to 1.5 degrees Celsius.
    After decades of growth, global CO2 emissions plateaued between 2014 and 2016, and there were hopes they had peaked. But fossil fuel emissions rose by 1.7% in 2017 and are set to rise 2.7% this year, to 37.1 billion tonnes of carbon dioxide (CO2), according to figures published today.

    On January 1, business aircraft operators around the world are set to start participating in a new carbon offsetting scheme designed by ICAO. The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is expected to see a smooth introduction, contrasting markedly with the controversy that beset the European Emissions Trading Scheme (ETS) when it started to apply to aviation.

    ETS will still run, while the EU satisfies itself that CORSIA is a viable replacement, but the so-called “stop the clock” period, whereby only domestic European operations are affected, has been extended.

    According to Bruce Parry, environment director for the International Business Aviation Council (IBAC), ICAO has provided a range of CORSIA templates to address concerns that small operators—often with a single aircraft—simply do not have the resources to administer complex schemes. An example is the CORSIA Emissions Reporting Tool (CERT).

  • How the airline industry is cleaning up its climate act November 26, 2018

    At a steel mill outside Beijing, reactors attached to the building capture emissions from the factory. Those waste gases can then be turned into fuel. LanzaTech, a biotech startup that designed a way to turn those emissions into ethanol, recently blended that ethanol into jet fuel that powered a Virgin Atlantic flight from Orlando to London.

    The jet fuel–with a carbon footprint smaller than regular fuel, but a comparable cost–is one way that the airline industry can begin to tackle its climate problem. In 2017, flights produced 859 million metric tons of CO2. By midcentury, like other industries, airlines will have to reach net zero emissions for the world to stay on track to meet the goals of the Paris climate agreement.

    Britain is urging the European Union to support a global carbon market for emissions from airlines, a move that would probably supersede the bloc’s own trading program.

    IATA Director General and CEO Alexandre de Juniac praised the aviation industry as the organization reaffirmed its commitment to building a sustainable future for the sector.

    Marking the 10th anniversary of a joint strategy agreement for reducing carbon emissions at the Air Transport Action Group (ATAG) Global Sustainable Aviation Summit in Geneva, de Juniac said the industry could be proud of its efforts in tackling carbon emissions.

    “Ten years ago, the entire aviation sector committed to a joint strategy for carbon-neutral growth and to work towards a carbon-free future. That was a daring goal. But with hard work and solid commitment of industry and government, carbon-neutral growth from 2020 will be a reality,” he told delegates.

  • Leaked EU strategy at odds with IPCC climate report, says European NGO October 8, 2018

    A leaked draft of the EU’s proposed long-term climate strategy shows that the bloc’s targets do not line up with the urgency of action needed to limit temperature rise to 1.5°C, a leading climate NGO has said.

    According to an Intergovernmental Panel on Climate Change’s (IPCC) special report released today, limiting temperature rise to 1.5°C is still possible, but only with rapid policy change across the globe.

    The report finds that the Paris Agreement commitments fall far short of what is needed and that Europe needs a radical policy shift to cut emissions in half by 2030 and to reach zero by 2050.

    Wendel Trio, the director of the Climate Action Network (CAN) Europe said that the new findings should signify both “urgency” and “hope” for European countries.

  • Study finds aviation industry should focus on carbon emission cuts September 14, 2018

    New research commissioned by the UK’s air traffic services provider NATS has revealed that cutting carbon emissions from aircraft should be the top priority for the aviation industry.

    As part of the research, dubbed the Aviation Index, Ipsos MORI polled nearly 1,000 participants.

    More than half (52%) of respondents said that cutting emissions from flying should be the main objective of any reworking of the UK’s airspace.

    Nearly 36% of them said that improving flight paths is the next highest priority, followed by reducing noise (32%) and flight times (31%).

    The research further revealed that the existing UK’s network of air routes and flight paths are unable to handle the growing aviation demands, as they were originally designed in the 1960s.

  • ICAO Sets Reporting Rules for CO2 Offset Scheme July 16, 2018

    Describing it as a “landmark decision,” the International Civil Aviation Organization Council last month approved a package of rules and standards to ready its planned Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) for takeoff.   • CHINA WITHDRAWS FROM FIRST ROUND OF AVIATION EMISSIONS REDUCTION PLAN July 10, 2018

    China appears to have withdrawn from the first, voluntary phase of a plan to put a brake on greenhouse gas emissions from international aviation. The initial pilot phase of the plan goes into effect in 2021.

    While Europe is pressing China to stay in the deal, China is claiming it never agreed to participate in the first place, Reuters reports, citing sources close to the private negotiations.

    “In the months to come, Europe together with its ICAO (International Civil Aviation Organization) partners, will work with China to find ways to address China’s concerns without undermining (the deal’s) environmental integrity, in order to keep this important aviation country on board,” an EU source told the news agency.

  • China opts out of UN’s aviation emissions pilot deal July 5, 2018

    China has opted-out from the first stage of a UN programme to offset the aviation industry’s greenhouse gas emissions, in what could be a significant blow to global efforts to tackle climate change.

    In 2016 delegates from 191 countries at the International Civil Aviation Organisation (ICAO) agreed a landmark deal to reduce emissions from the aviation industry.

    It was reported by media at the time – and industry analysts since – that China would participate from the beginning. A cached version of the ICAO website from January this year lists China as a participant.

  • EU MEPs Back New Direction For Taxing Aviation’s Emissions October 20, 2017

    Members of the European Parliament have preliminarily agreed to continue with the aviation industry’s current treatment under the EU’s emissions trading scheme to allow for the development of a new industry-specific carbon tax arrangement.

    The EU’s emissions trading scheme (ETS) was launched in 2005 to promote the reduction of greenhouse gas emissions at EU level. It is a “cap and trade” system with a cap or limit on the amount of certain greenhouse gases that can be emitted, with carbon emission permits traded between participants for emissions above this cap, to provide a method of taxing carbon emissions to encourage energy efficiency.

    The aviation sector is part of the existing ETS regulation. Emissions from aviation also form part of the EU’s goal of cutting greenhouse gas emissions by 20 percent by 2020 compared to 1990 levels.

    In 2014, the EU decided to reduce the scope of the ETS scheme to apply only to intra-European Economic Area (EEA) flights, in order to facilitate progress in the negotiations within the International Civil Aviation Organization, and in the hope of achieving clarity regarding emissions from international flights connecting the EEA and third countries. It was then decided that the derogation for non-intra EEA flights would apply only until the end of 2016.

    In October 2016, the International Civil Aviation Organization (ICAO) and countries agreed on a Resolution for a global market-based measure to address CO2 emissions from international aviation as of 2021. The agreed Resolution sets out the objective and key design elements of the global scheme, as well as a roadmap for the completion of the work on implementing modalities. It was agreed on the basis of this Resolution that the EU would extend the derogation for non-intra EEA flights.

  • Aviation ETS deal reins in some of sector’s special treatment, but more effort needed October 19, 2017

    The agreement reached last night between EU institutions regarding aviation’s inclusion in Europe’s emissions trading scheme (EU ETS) introduces some welcome improvements to the original proposal but much more is needed, sustainable transport group Transport & Environment (T&E) has said.

    The European Commission’s proposal to permanently remove flights to and from Europe from the EU ETS has been replaced with a derogation lasting until the end of 2023. Furthermore the deal envisages much greater scrutiny of the global measure adopted last year by the UN’s aviation agency ICAO, which aims to offset emissions from international aviation above 2020 levels but is missing important rules regarding enforcement and environmental integrity.

    Andrew Murphy, aviation manager at T&E, said: “The provisional deal ensures there is no blank cheque for ICAO, and recognises the need for aviation to remain under a reformed EU ETS which will now see the cap on aviation emissions reduce each year. This is particularly important given that so little is known about the environmental effectiveness of the global measure.”

    However, the agreement still falls short of what is required to address the sector’s soaring emissions, which in Europe grew 8% in 2016 alone. Even a continued EU ETS, the environmental integrity of which is much stronger than what is being proposed by ICAO, won’t alone be enough to set the sector on an emissions pathway consistent with the Paris agreement. Given these challenges, it is especially welcome that the deal contains a commitment to address aviation’s considerable non-CO2 effects.

    Andrew Murphy concluded: “A reformed EU ETS is also only part of puzzle. The EU must continue to promote complementary measures such as ending tax exemptions and phasing out state aid to the sector. The Commission must also follow through on the commitment to address non-CO2 emissions.”

  • EU agrees measure to safeguard carbon market from Brexit October 18, 2017

    The deal seeks to prevent a mass selloff in the carbon market if British companies suddenly find themselves out of it. Britain is the EU’s second-largest emitter of greenhouse gases and its utilities are among the largest buyers of carbon permits.

    Under the EU’s Emission Trading System (ETS), which charges power plants and factories for the carbon dioxide they emit, the EU would void permits issued by a country leaving the bloc from January 2018 onward.

    But having had a say in how the ETS is shaped, most analysts believe Britain will remain part of the system, following a similar path to Norway. Despite not being an EU member, Norway has companies that participate in the scheme.

    Slow progress in Brexit talks has increased the possibility of a messy break-up that could leave British businesses with little legal clarity on emissions.

    “We very much hope that we find a good agreement with the British government and especially in climate and energy policy, for us, it would be the preferred option that the UK continues participation in EU policies,” said Peter Liese, a lawmaker from the European’s Parliament’s biggest center-right group the European People’s Party, who helped to steer the process.

    The International Emissions Trading Association (IETA), which represents global participants in emissions trading schemes such as banks, utilities and industrials, said its preferred scenario would be for Britain and the EU to agree on continued participation by UK companies in the ETS until the end of 2020 at a minimum.

    ”A hard Brexit scenario poses a risk of approximately 220 million allowances issued by the United Kingdom to be offloaded onto the market between 1 January 2018 and 29 March 2019,” the lobby group said.

  • Countdown to Intl. Aviation Emissions Scheme Begins October 5, 2017

    The countdown has begun for aircraft operators and governments to prepare for the new carbon offsetting and reduction scheme for international aviation (CORSIA). That was the key message this week at the Global Aviation Summit in Geneva, Switzerland, to delegates meeting to further define the the program, according to the Air Transport Action Group (ATAG). Creation of the scheme was agreed by governments meeting at the ICAO General Assembly last October.

    CORSIA has been designed to offset the growth in carbon dioxide emissions from international aviation after 2020. The first six years of the scheme will be voluntary for nations to join and then it will be mandatory “for all but the smallest aviation markets.” Michael Gill, ATAG executive director, said at the summit, “[Operators] included in CORSIA will need to offset their emissions from January 1, 2021, but the scheme comes into effect before then, with compliance needing to begin as early as one year from now.”

    “Not enough airlines and governments are aware that there are two parts of CORSIA: the monitoring of emissions, and the offsetting,” he warned. “All [operators] that fly international routes will need to start monitoring and reporting their fuel use to governments from 2019, with very few exceptions. This applies whether their government has signed up to volunteer for the CORSIA or not.”

    ATAG is working with the International Air Transport Association (IATA), International Business Aviation Council (IBAC) and regional associations to raise awareness. The “Countdown to CORSIA” campaign will hold workshops and prepare training toolkits for aircraft operators that need to comply. ATAG is organizing regional workshops in January and February 2018 supported by IBAC in Shanghai, Amman, Johannesburg, Miami, Singapore, Accra, Buenos Aires and Geneva.

    “We are very pleased to see 72 states now volunteering to join CORSIA from the beginning,” said Gill. “This means over 80 percent of the growth in aviation CO2 after 2020 will be offset. We repeat our call to all other governments to volunteer,” concluded Gill. “Let’s try to get as many of the 191 ICAO member states on board as possible.”

  • Intercontinental flights to stay exempt from paying for CO2 emissions in the EU until 2020 September 27, 2017

    Airlines would remain exempt from paying for CO2 emissions from intercontinental flights until 2020 under plans backed by MEPs on Wednesday.

    MEPs voted to prolong the intercontinental exemption from EU Emissions Trading System (ETS) rules until December 2020, pending the introduction of a worldwide scheme to offset CO2 emissions from air transport.

    However, from 2021 onwards, the aviation sector should receive only half of its EU ETS allowances for free, say MEPs, as against 85% today.

    Parliament also wants EU member states to earmark revenue from the auctioning of emission allowances for climate change policies.

    The European Commission will have to report on the setting up of the International Civil Aviation Organization (ICAO)’s global scheme (Carbon Offsetting and Reduction Scheme for International Aviation – CORSIA) and if necessary, propose to amend, delete or extend the intercontinental flight exemption.
